Transfer of Development Rights – Repositioning Growth

 

For municipalities, land owners and developers struggling with preservation of land vs. urban growth, Joe has been an advocate for many years of TDR as a guide to development in desirable locations where urban services are available. Transfer of Development Rights is a voluntary incentive program whereby owners of farmland, timber land, open space, environmental habit or historic buildings and districts (Sending Areas) are allowed to sell development rights from their land to a developer or other party who can use the rights to transfer increased development density to designated growth areas (Receiving Areas).

 

Transfer of Development Rights (TDR) is considered by some to be one of the most difficult land management techniques to implement. With real world experience and transactional implementation of TDR, Joe has consulted in all phases of the program and offers his services to land owners, municipalities, developers and organizations interested in this creative program.

 

Joe‘s work on the TDR program in 2018-2020, led to the conservation of 1000 acres of rural land in the Aquia District of Stafford County, VA. The development rights harvested were transferred to 165 acres in the Urban Growth Area where growth was planned. A net savings of 865 rural acres.
